My advice, wait until the dust settles after Delta Rising to attempt PvP. Start grinding reputation and stockpiling resources like dilithium and ec. Then, at level 60, head over to the PvP section of the forums for sound build advice and the PvP Bootcamp.
Please, do not just jump into PvP. It's a frustrating experience (if totally unprepared) which has led many people to form a negative impression of that aspect of the game. This game's PvE content does nothing to teach good builds, timing, patience, keybinds/macros, situational awareness, or anything else that PvP demands.
