Breaking down 'vendor trash' into components for crafting.
Example:
Say you get a Very Rare (purple) console. You could reverse engineer it for a chance to get 1 or 2 components (one of the ones used in the creation of that console)
the chance to get higher quality components would be based on your skill in the appropriate R&D skill for the piece of equipment.
no skill or low skill would mean you would have really low chance of getting a purple component from a purple item, but it would never be 0% and you would always at least get 1 white con component.
I'm not going to go digging for the post, but I believe either bort or hawk mentioned during S9.5 testing that the new R&D system does have the proper back-end code to support reverse engineering in the future, it's just a matter of if they want to implement it and if they have time to.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
