Hi, I was hoping for some advice to squeeze the most out of my PVE Norgh. I love the ship and it can take a pretty good pounding in STFs and other elite missions but I noticed I'm always coming in 2nd or 3rd place at the end of rounds even though I'm keeping guns on target most of the time.

DOFFs are currently 2x Recharge Tac Team, 2x Reduce recharge cannon special attack, and 1x Recharge Engineering team.
I was also wondering about those omni-directional beam arrays and am debating putting one in an aft slot to replace a turret. From what I understand, they do more DPS than a turret but I also have my ship spec'd to use cannons and am wondering if I'd be better off keeping the turret which can benefit from my 2x CRF abilities.
Any help to optimize this build would be much appreciated!

o of an ability. The second copy will be at global cooldown.
So you use omega 3, it begins a 1 minute cd. Another copy of omega, say omega 1 will begin a 30 second cd. After 30 seconds have passed you use the omega 1 ability and then the cycle repeats

If someone gets a good scatter shot and spread 3 on a bunch of grav-welled targets they are gonna rack up some fast damage.
Depends on what you are doing. Solo capital targets or groups of small frys.
I'm also wondering about which shields to use. Currently I have Elite Fleet adapted covariant which has been working great, but I'm thinking about using the Honor Guard covariant instead. Would this be a good idea in practice? From what I can see looking at the specs, the HG covariant seems to have the highest cap of all shields but it doesn't have the stackable damage resistance that the EF ones do. So, would a higher hit point cap be more effective than a lower hit point cap that gives more resistance bonuses?
And lastly, what's going to happen to all our HG and other reputation mk XII gear when the new level cap comes out? Will we have to re-grind for the newer mk XIV sets or will they be automatically upgraded?
