They wouldn't know where to start as they lack the prerequisite experience necessary to balance PvP.
They would either need to learn how to play PvP at a decent level, or consult with high level players.
You also have to contend with the fact that this game is unbalanced by design in order to sell more shiny trinkets. Sure, you could nerf whatever the current shiny trinkets are and it would improve balance, but you'd be right back in the same spot with the next batch of trinkets anyway so why even bother?
They don't need experience, they can just copy what other MMOs with decent PvP have done. I say decent because MMO PvP blows hard. You want real balanced PvP go play a MOBA, console game with a pvp/multi element, etc.
Anyway, copying your betters requires neither skill nor experience. Something like GW2 or SWTOR would be a step in the right direction. They Devs themselves don't need to PvP well or consult with players. They just need to limit the number of universal consoles that can be equipped and provide a "Bolster" effect that willl allow lower level, less geared players to be competitive in lvl 50(soon 60) pvp like in SWTOR.
And I completely agree with the OP that we need a PvP leaver penalty just like we have for PvE.
But these thing happening in the games lifetime are about as likely as me winning the lottery so this whole thing is a waste of time an energy when there are just better games out there to invest ourselves in. Cryptic has done nothing but blown smoke to PvP for far too long for anyone to worry about it without looking foolish.
I'm not asking for much. Just make it so when people leave the PVP match they are punished. A 30 minute lockout or something. 2 crusiers against 4 bugs, 2 xindi escorts, 1 avenger and 2 Science ships. BROKEN!!! WE will NEVER get new pvp players if that kind of shenanigans keeps up. Hell, even veterians wont put up with that. Please, just look into it?

Id say back around season 3 there might have been a success with that, not anymore today.
Imagine that adding one new toy means 3 months of delay before, if ever, a slight balance/tweak pass on said item would be applied, which by a long shot doesnt happen with all toys, go figure how long it will take to balance this game's pvp. It would probably be finished by the time the servers shut down permanently, assuming the work it being picked up right now, at this very moment.
Which seems highly unlikely.
Enjoy the game for what it is, because it will never change.
Don't get too caught up into the aspect of balance either, because after a while you will realise that there exists no real balance. Mark my words
