crew training,abilitys

ok i cant seem to get my crew all trained properly im a vice admiral but all my ablitys and drew traing seems stuck at lt commander how the hell do i get my skills and abilitys up i have abilitys ive trined my officers in but it then says cant use it at that level
any help would be aprecitaed
