Hi, I am struggling to find recruitment missions in the DOFF system, they appear to be ultra rare, only seeing asylum missions very rarely, and I BO recruitment mission. I have spent the whole week searching all sectors and clusters to no avail.
Is anyone else experiencing this problem? Can anyone recommend where I can find recruitment missions?

Starfleet Academy, the Personnel Officer near Lt. Ferrera. Has a bunch of retruitment jobs available. Usually will give you whites, which can be fed to a starbase project, or sold, etc.
Do the Chrysalis Mission chain, there is a repeatable called "Introduce Additional Volunteers into Society" or something similar. 468 recruit XP before bonuses.
Do the Ghosts of the JemHadar mission chain (I am unsure if it is finishable right now with the clusters gone), and there is a repeatable that involves protecting an anti-true way Cardassian Agent, which rewards a white doff on a crit, but recruit XP no matter what.
Also do the Consulate missions, once done you will get Officer Exchanges, which grant you recruitment XP plus a decent shot at a better quality officer.

Yeah, Recruitment is - in my personal opinion - probably one of the hardest catagories to get Commendation XP for, especially since so many assignments that should fall under Recruitment don't ("Prisoner Exchange" is Diplomatic/Fed or Espionage/KDF, and "Instigate Defection" and "Extract Intelligence Asset" are Espionage").
Romulan characters have it better; they can get "Take Part in Personnel Exchange Talks between Romulan Republic and (various different races)" when they're in Tau Dewa Sector Block.
One of the better areas to get Recruitment assignments, actually, are the Allied and Contested Zones of the Solanae Sphere, though. There's "Send Team Back To Alpha Quadrant to Recruit for Dyson Joint Command" and I think near the Ion Stream is a 'Found Assignment' for "Use Ion Stream Imagry in Dyson Joint Command Recruiting Program"...

Hi Turbomagnus! I completely agree, recruitment XP is the most difficult to obtain. I have maxed out all of the categories, but can't get much past 50K on recruitment.
I also agree there are missions that are miss labelled/categorized and I think this should be resolved by cryptic.
I have seen that mission in Solane and Crit Success for 5.5K XP and I am constantly on the lookout for this mission.
Glad to hear it is not just me experiencing this grind.
...talking to players is like being a mall Santa. Everyone immediately wants to tell you all of the things they want, and you are absolutely powerless to deliver 99% of them.
I was going to write a longer post, but I'll simplify it.
The Asylum missions (Earth/Andoria/Vulcan) are extremely common, but they do have a 1 day cooldown after completion. The other Asylums pop up in AC, IP, and BU all the time for me, you must not be checking the current map AND ops. Yeah, the Cardassian and Bajoran ones are rarer, but they do pop up every now and then. You can do the colonial chains also.
Want easy recruitment? Grind down unwanted doffs for CXP.
Frankly, Recruitment is much easier to level up than Diplomacy.
