Does diverting your power from Attack or Defense to Speed make a difference when you're travelling at warp between worlds and systems?
No. Warp speed is affected by your warp core/singularity core's listed maximum warp factor and your Driver Coils skill.

Yes, but I don't think that stuff affects sector space. I think I tried that myslef ages ago, but there was no difference. And if you pay attention to your power levels, you'll notice that in sector space you don't even have the bonus power enhanced by skills, Boffs or gear.
Only the Driver Coil skill, with certain Engines* effects your speed at Warp.
Power Levels have no effect on Warp Speed.
And I think Engines should only effect sub-warp speeds and that the Warp Core should effect above Warp Speeds.
*As far as I know only the Borg and MACO/Adapted KHG allow you to exceed Warp 9.97.

Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.
Your shields shouldn't even be up at warp. That was patched in some time ago for some reason...

While Driver Coil skill does help improve warp speed in sector space. By the time you reach max level, it provides no benefit at least with normal engines (meaning not rep or fleet).
My 1st toon is an Fed engineer and my 2nd toon is a KDF tactical. My Fed has 6 points devoted to Drive Coil while my KDF toon has 0 points devoted to that same skill. Both toons are currently max level and they both fly at warp 9.97. When I respec my Fed toon after Delta Rising is released I will not allocate anything to Drive Coil.
It provides little to no benefit except in Sector Space with certain Engines. Much better to get it from a Warp Core than to waste skill points on it.

Elite Fleet Engines do too. They have a lesser version of the MACO bubble effect.

As do the engines on the Tal Shiar Adapted Destroyer and Battlecruiser (same engine on both) as they are a variation on the MACO engine ...
