Relatively high DPS with relatively high survivability really....Ok that sounded a bit mixed up
....I have the Vo'Quv already and have had it for a very long time, but the dps it is doing seems rather inadequate compared to what it used to do, even though I have the high end BoPs.
Also I would like the ability to upgrade it to a fleet equivalent ship if possible, so it would maintain competitiveness at fleet level
I was in the understanding that the mirro voquv had 2 less hanger bays 1 engineering console extra and one science console less.....So basically less dps due to less pets.
The changes to the mirror is the boff layout and 1 eng console for a sci.
Mirror is
lt cmd tac
lt cmd eng
cmd sci
lt eng
Mirror is better for sci oriented, normal is better eng oriented.
PVE this ship has no issues. Pvp is playable but you need to test things out for yourself. Took me about 6 months to find a ok pvp loadout and it still will die fast to any escort who parks on your TRIBBLE and sits there. You will never turn around. I had to use mines and warp plasma with reverse tractors just to get them off my TRIBBLE.
If you are an eng captain, this ship is limited further because it becomes a MASSIVE tank. It doesnt hurt all that much but nothing can kill it. I have sat in kerat and got focused buy 4 feds and they could not bring me down until an escort parked on my TRIBBLE and would not go away.

Fleet Mogh is an excellent DPS ship with nice survivability, if built well. Two extra fore weapon hardpoints more than makes up for loss of DPS from pets.
Something to consider, but might be worth holding off on with Delta Rising coming in a couple of months (with the unknown upgrade path to Tier 6 ships):
If you want more DPS out of a Dual-Hangar ship while maintaining high durability, the current Xindi-Aquatic Narcine Dreadnought Carrier lockbox ship is an excellent option, if you can save up for one (probably ~60 Mil before the current lockbox ends, based on previous lockbox ships). Great speed, extra weapon hardpoint, double the Tac consoles, full Commander Tactical, and --if the Lt. Comm Universal is set to Engineering and tanking abilities loaded-- a fair tank.
The Jem'Hadar Dreadnought Carrier is another option, about as slow as the Vo'Quv, but much the same DPS enhancements as the Narcine. The price seems to be staying around 110Mil if you need a fair bit of time to grind up the EC, whereas the Narcine will likely spike up in price after the current lockbox is no longer dropping. Frigates for it are the most expensive for it, requiring the Jem'Hadar Attack Ship be opened on the same character, which was around 400 Mil with the current event where they are dropping from DOff packs going on again. Does fine with fighters though, I use Elite Scorpions on mine to good effect.
It's relatively cheap and its a lot of fun. Start with advanced slavers when possible and go from there. Get to whatever elite fighters you can find, even the crappy Nukara ones until you can get at least Elite Slavers/Scorpions and/or BoP

What is it you're looking for in a ship? They have very different playstyles.

I haven't gotten a mogh yet, still have to many other things to grind for but I really like my mirror vo'quv. my tac does quite well in it.
if I stop posting it doesn't make you right it. just means I don't have enough rum to continue interacting with you.
Fleet Vo'Quv (requires a T5 Shipyard) doesn't really upgrade it's DPS, only it's tank ability. http://sto.gamepedia.com/Fleet_Vo%27Quv_Carrier
