It would, but it's not very practical.
There are currently 5 different interiors a Federation character could have (small, medium, large, TOS, Belfast), with a sixth (Voyager) on the way. These interiors are all contained within one giant map.
I haven't counted, but I suspect the various interiors don't have the same number of doors, since they're different sizes. That means there isn't a direct 1:1 correspondence in doors across the various interiors.
So, if this giant, all-interiors-in-one map were available in the Foundry (which it isn't), an author would have to place five (soon, six) different doors, not one.
Finally, every time the devs added or altered a ship interior, they would have to re-upload it to the Foundry, which may or may not affect existing missions. And every time a new interior was added, Foundry authors would have to edit their mission to include the new doors.
...talking to players is like being a mall Santa. Everyone immediately wants to tell you all of the things they want, and you are absolutely powerless to deliver 99% of them.
Regarding the original post, are you proposing that a big, empty holodeck simply be added to the ship interiors? Or are you actually suggesting something to do there?
Also: The Defiant and TOS enterprise didn't have holodecks, so the the TOS and Belfast interiors *shouldn't* have them.
And lockbox ships, Breen ships, etc. have bridges only, not full interiors. So any players using those ships would be unable to access any holodeck features.

It has been suggested that each of the in-game holodecks, regardless of where they are, become a 'universal' entry point for 'holostory' missions in the Foundry.
What is meant by this is 'a holodeck is a holodeck' - you don't have to run to a specific location holodeck to start a holostory there. Just go to the nearest holodeck and all available holostories are available. This does two things:
One - it simulates that holoprograms can be carried around like books and plugged into any available holodeck to run (Vulcan Love Slave #4 anyone? lol) .
And Two - probably most importantly - it makes coding WAY easier for holodecks. Instead of having to have individual locations programmed for each holodeck in the game, only a single piece of coding is needed - then copy and pasted to all holodeck panels throughout the game. This cuts down on dev costs - making it that much more likely to be implemented.

There is also another problem. Some ships canonically didn't have Holodecks.
Either they are too old (Consitution) or too small (Defiant, Oberth).

Create "Starfleet Holodeck", "KDF Holodeck", "Romulan Holodeck", and "Alien Holodeck" as four separate maps.
On each and every ship interior (including the non-faction ships, on the ones that have interiors), link a door to take you to the appropriate map.
Then, you could have the Holodeck do something. That part I haven't worked out yet, but even if it merely served as a gateway to the "Episode Replay" dialog, there would be many who would apprciate and praise the addition.

Would be fun if you could actually start regular missions from your holodeck. And then call em 'training simulations' or something. I mean, just a small visual intro/extro addition, where you start/end at your holodeck.
Or maybe just use holodecks for stellar carthography, or some such.

Well, you have already designed Voyager's holodeck, so copying it from another map would work. So far we have only three canon interiors. Intrepid, TOS and Defiant. The Defiant has no holodeck, and neither does the TOS interior, so just focusing on making the Canon ships as close as possible will allow you to avoid the dilemma of adding Holodecks everywhere else. Some ships simply didn't have them.
And finally.. You should copy the Intrepid Interior to the foundry, and there the Holodeck could be used. (If you're using the Intrepid for missions, it means you must have copied it to another map, and you could copy said copy to the Foundry. The Defiant interior is in the foundry for instance)
So yes, in this case, it'd be an empty room to increase immersion, but if you can get the interior to the Foundry... You'd have lots of fun.
Of course, I'd rather have you'd do Trophies than anything else.
