To be exact: Its now Team-Battle strategies with Healing-Addition. Not so bad, honestly. Sure, it isnt a 100% chance for 10sec (or 40sec with TI active), but that one really was over the top. You could have learned from experienced that it would come down do this. And I had expected a far worse nerf, because now its still viable, usually OP-Stuff that gets nerfed gets really, really bad.
Because anything that can be fun to use in pve, gets completely made TRIBBLE thanks to the pvp community, and pretty much makes things back to cookie cutter 101 builds for all.
Blaming the wrong crowd there tho.. pvp players just want some sort of balance so that stuff has counters and balance so an actual fight can happen that requires some playing skill and is fun.
I dont think most pvP'ers would have an issue with there beeing an extra-ruleset for pvP that reduces power of abilities to bring em into balance there while keeping em OP in pvE.
That being said i don't think its good for the game population to have pvE trivialized to the point that theres no challenge at all in the game... but then as pvP player i have chosen my endgame to be pvP already anyway so i don't overly care much about how trivial pvE is and probably rather leave that discussion-battlefield to the pvE-heroes

The heal is useless and weak, and happens too soon. By the time the enemy attacks you, the ability wears off. It is a glorified hypo that takes up a kit slot . And BS used to give team wide bonus, yes.

I agree, they tend to do that with many of their Items in the game which does seems like a scam.
I bought the Motivation kit mod mostly for its CritH, while i know that 62% CritH on Motivation (on my toon) was very high i expected them to reduce the CritH % amount by 50% which would be still acceptable but in the end they did not, i do find them replacing the CritH with Dmg sumwhat offensive as i do feel cheated since i was aiming for CritH and not Dmg.
Cryptic can't keep releasing consoles, traits, etc. then nerf them later like the Xindi Ground/Space traits for an example... they either need to get their math right, get better or real testers to find out which is OP or not then nerf them b4 they goes live and not scam the players that spends alot of ingame resources or money just to get these items.

Though honestly, I would have balanced Motivation something like this:
Gives the player 5 heal and 5 damage charges.
Each damage charge makes you land a critical hit, and each critical hit consumes a charge. Each heal charge makes you land a heal for X, and each heal consumes a charge.
Not usable in PVP, or "reduces base damage by Y in PVP" .
There, I did the balancing in a way that serves PVE and PVP well.
That was it would have been unique, not a team-wide buff like Rally Cry or Battle Strategies.
On the TR-116 rifle: They should balance it until its damage is Equal to Mark XII reputation guns and Fleet guns. Don't overdo it than nerf it until it can barely kill a level 5 mob.

Yea gun is crazy. I killed the Elachi predator boss in the rh'lhho station mission in two shots by myself. Elachi in general were rendered totally ineffective. All those higher level elachi with 0 bleed through shields get hit hard by this gun. We'll have to see how it performs now that motivation has been brought into line.
Pvp-wise I'm not surprised the tr-116 ignores medical vanguard, but I wonder if it is supposed to. Vanguard is supposed to provide shields that have no bleed through. On the other hand, having a way to get through against a sci that can proc med vanguard every time they do anything may not be a bad thing. Engineers get hit hardest by this gun. All those shield buffing options are useless against it.

Still no Soliton Wave Generator in the Reclaim Tab after it was posted to be there with 9.5 release.
You also really need to clear buffers after each Doff mission listed to select from. Many missions in the listing will show the Doffs needed from the Mission above it in the list (like Colonists in one then the Mission below has the same five icons in red or a Doff needed in red that when you actually click on the mission correctly does not show those as being needed.)
And some missions also 'green' profession types in the Select Doff list that should not be. Again, seems to be holdover effects by not clearing buffers.
The suggestion list posted earlier for some tweaks to the new Doff UI are spot on and should be implemented (un-check all professions and rarity, etc.)
Again, perhaps a 'Maximize Crit' and 'Maximize Success' would be a nice toggle to add to the Doff UI for the auto selects. Did the logic for the auto-selects change with the last patch? The Commendation Report selection with this 9.5 release was a real time saver but the auto selection for Fleet Mine missions was horrible on release. After the last patch it is actually selecting Miners which reduces the Failure chance.

Melee weapons bypass 80% of shields (and can ignore up to 95%). Melee Weapons > Elachi since forever. Now, the list is Melee Weapons + TR-116b > Elachi.
Since you can use Jem'hadar nano-energy cells on all weapons, any weapon now can have 10% ignores 100% of target shields. This means your Elachi weapons can have 2 chances to ignore shields.

I'm not sure you mean the old or new version of the gun. KCB damage is heavily diminished by enemy shields. It's completely the opposite of the new TR-116.

It's funny that you're correct because Tacs are strong enough without the new gun or the old Motivation. There's no need to complain about any incoming nerfs to this gun. Tacs will live on and still be strong.

Savior isn't quite that powerful. A large Hypo has been able to fully heal a player's health bar since the introduction of Regenerative Tissue (+Creative). It isn't much of an issue whether a Large Hypo heals 900 or 1,200 healing, both reset our heath bars and we get nothing out of overcapping hypos. Medical Tricorder is also healing about 85% of a health bar now, but it could do that already anyway due to Doctor duty officers with the +small heal procs. Savior is nothing we don't already have, I've been stacking Creative + Regenerative Tissue + Spiritual (Bajoran race trait) + Nukara Crystaline Shield (10% self healing) for a long time. I'm one of only two Ground PvPers using Spiritual + Crystaline Shield and I'm hardly impossible to kill alone.

I suspect it will become a major problem for engineers once everyone is using the TR-116B. I agree that the rifle should be respecting immunity to shield bleedthrough at the very least. Additionally it really shouldn't be dealing as much damage as a normal sniper rifle when it obtains 100% shield bypass. A minor decrease in base damage would make for a more balanced weapon. Right now the TR116 is the best sniper rifle in the game by a longshot.

It isn't functioning that way in practice...at least not all the time. The bug is very unusual in the way it is working at the moment and is very difficult to replicate. Yet players with the bug are nearly invincible when the bug is active and extremely weak when the bug works against the player's favor.

I think the TR-116B is a borderline case. On one side it is not too bad, but on the other it is vastly superior to every sniper rifle in the game. Melee on the other hand (Swords, Lirpas, etc. ) are fairly weak without melee duty officers and really ought to have 100% shield bypass.

Yeah and you're trying to claim this is somehow overpowered? I tell you now I'll stick to my sword if I want to bypass shields, the rifle is of no consequence at all in this regard, I don't even need it as a back-up, complete waste of time.
Also, if you need that to get past the shields on a firearm, then you need to do better, because my firearms character can still tear through an Elachi without issue.

Pvp-wise I'm not surprised the tr-116 ignores medical vanguard, but I wonder if it is supposed to. Vanguard is supposed to provide shields that have no bleed through. On the other hand, having a way to get through against a sci that can proc med vanguard every time they do anything may not be a bad thing. Engineers get hit hardest by this gun. All those shield buffing options are useless against it.

Well before it got changed, the pos only had a 20% shield pen, and this is for a weapon that makes no actual use of energy attacks, it is a ground KCB if you will.
Nerf this item as well, to perfectly match the dps of other weapons, and than it becomes pointless to use it, when I can kill you just as quickly with any other weapon.

You guys ought to be glad this thing can't fire through walls and such, because that would actually make it more canon, seeing as this is supposed to be an 'upgrade' of the original weapon... I mean how unbalanced would it be if you could shoot at everyone through everything?

The elachi all have highly resistant shields, so whatever challenge no matter how small they were before is nullified by the fact that they seem to have no shield at all now.

You also really need to clear buffers after each Doff mission listed to select from. Many missions in the listing will show the Doffs needed from the Mission above it in the list (like Colonists in one then the Mission below has the same five icons in red or a Doff needed in red that when you actually click on the mission correctly does not show those as being needed.)
And some missions also 'green' profession types in the Select Doff list that should not be. Again, seems to be holdover effects by not clearing buffers.
The suggestion list posted earlier for some tweaks to the new Doff UI are spot on and should be implemented (un-check all professions and rarity, etc.)
Again, perhaps a 'Maximize Crit' and 'Maximize Success' would be a nice toggle to add to the Doff UI for the auto selects. Did the logic for the auto-selects change with the last patch? The Commendation Report selection with this 9.5 release was a real time saver but the auto selection for Fleet Mine missions was horrible on release. After the last patch it is actually selecting Miners which reduces the Failure chance.

Its not like there were melee weapons in game that did pierce shields....wait, there are. So the Elachi and the rifle is already a foregone conclusion.
Melee weapons bypass 80% of shields (and can ignore up to 95%). Melee Weapons > Elachi since forever. Now, the list is Melee Weapons + TR-116b > Elachi.
Since you can use Jem'hadar nano-energy cells on all weapons, any weapon now can have 10% ignores 100% of target shields. This means your Elachi weapons can have 2 chances to ignore shields.
Elachi are not in a good place, TR-116b or no.
I haven't really noticed a problem tanking the TR-116 as a science officer, but then again my shields are typically down anyway. The TR-116 is quite handy in countering the players using the broken Tier 1 New Romulus Enhanced Personal Shields trait...which continually drops their shield health from 0 to full within a second...thus resetting shield health constantly. However, the TR-116 is excessively deadly against Engineers at the moment due to their extreme reliance on shield heals. That said, Engineers are almost impossible to kill with their shields up without bleedthrough.

True, tr-116 is no problem for a sci to deal with. My point was more that shields that are supposed to have 0 bleed through are still 100% bypassed. With savior and auto adrenal, scis are a bit ridiculous. My dedicated healer gets around 1200 hps from just a hypo, roughly 3x what a hypo does normally. Every heal available is totally refilling hps and then some while also buffing resistance.
After some build testing, an engineer is capable of dealing with the tr-116 but it means they become more vulnerable to everything else. This may become more of a problem as the tr-116 becomes more widely available.
I'd have to check it again but I'm pretty sure that shield thing is just UI bug. If I remember from testing this the log showed no shield mitigation once the shield was really down despite fluctuating from full/empty/full/empty on the screen.
As for the elachi thing, I think people miss the point while they are so afraid the gun might be balanced. Only the devs know if they will change it no matter what any persons' opinion about it here is. That said, there is no ground content in this game that is the least bit challenging once you have some experience and knowledge of what's available. Melee still has to get through shields and you have to get close to do it vs. a sniper shot from long range that doesn't get mitigated by shields at all. A little bit of a difference there in my opinion.

I'm not sure you mean the old or new version of the gun. KCB damage is heavily diminished by enemy shields. It's completely the opposite of the new TR-116.
It's funny that you're correct because Tacs are strong enough without the new gun or the old Motivation. There's no need to complain about any incoming nerfs to this gun. Tacs will live on and still be strong.

I suspect it will become a major problem for engineers once everyone is using the TR-116B. I agree that the rifle should be respecting immunity to shield bleedthrough at the very least. Additionally it really shouldn't be dealing as much damage as a normal sniper rifle when it obtains 100% shield bypass. A minor decrease in base damage would make for a more balanced weapon. Right now the TR116 is the best sniper rifle in the game by a longshot.
It isn't functioning that way in practice...at least not all the time. The bug is very unusual in the way it is working at the moment and is very difficult to replicate. Yet players with the bug are nearly invincible when the bug is active and extremely weak when the bug works against the player's favor.
I think the TR-116B is a borderline case. On one side it is not too bad, but on the other it is vastly superior to every sniper rifle in the game. Melee on the other hand (Swords, Lirpas, etc. ) are fairly weak without melee duty officers and really ought to have 100% shield bypass.

Yeah and you're trying to claim this is somehow overpowered? I tell you now I'll stick to my sword if I want to bypass shields, the rifle is of no consequence at all in this regard, I don't even need it as a back-up, complete waste of time.
Also, if you need that to get past the shields on a firearm, then you need to do better, because my firearms character can still tear through an Elachi without issue.
