Its most likely ships using the Aegis set that is available at set levels of crafting. You will also find them for sale on the exchange.
some of my fed and romulan ships have the neon effect and i do not use aegis or vet skins my rom runs the solanea set from the FE and my fed runs the undine rep space set.
Outside ship textures alterations from the ship tailor, there are ship deflectors, engines, shields that will change the look of your ship. Not all of them do, but a number can. Shields are the ones that change the most the appearance of your ship.

Rom/reman shields give greenish or blue colors to the ship, nukara's got a texture change, but no color change. borg shields make your ship look partially assimilated.

Time will only tell!
It does have a color change, it turned my ship that dark metallic blue of tholian ships. It also changed my nacelles yellowish-orange.
