R&D - Some Skill Sources Better Than Others? Or Lying Maths

So I've been running some numbers on odds to crit certain R&D projects, and something doesn't seem right. It looks like the effective skill rating is bogus, in that bonus skill from different rated DOFFs boosts the critical chance by less than bonus skill from Catalysts. See some examples below:

Signal Enhancement Module:
Level 5 (Effective Skill 50): 5% crit chance
Level 5 and Blue DOFF (Effective Skill 65): 7% crit chance
Level 5 and +10 Catalyst (Effective Skill 60): 8% crit chance

So 15 DOFF skill only boosted the crit chance by 2%, but 10 Catalyst skill boosted it by 3%?

    Rounding issues would be my guess. I also wonder if the formula is messed up like the doff one where it gets really wonky with increasing success vs critical and what not causing corner case issues like this one.

    Can't be a rounding issue - it's flat out a better chance to crit with 60 effective skill (50 base + 10 catalyst) than 65 effective skill (50 base + 15 DOFF)...

    I'd need to level up a few times to determine whether DOFFs are being underweighted or catalysts overweighted, but there's definitely an imbalance.

    My guess is that catalysts earn money while doffs do not.

    Well yes, but surely they'd want people to know that? If Catalysts report as being +10 but actually give +15 then wouldn't that make players *less* likely to use them?
