Fleet Mark generation nerf in 9.5?

Hello. Has the new r&d program caused a nerf in fleet mark generation from pve queues? I was getting 70 from fleet alert and 120-140 from fleet defense with the 10% boost but now am getting 50 and 80 max? This really sucks for small or solo fleets as farming up 10000 fleet marks is already really hard!
