Transporting from the KDF Shipyard

Why is it that only certain times/if you're lucky can you transport from the KDF shipyard to the Klingon Academy? It seems to be once in a blue moon that it happens, and I'm curious what the precursors are for it to happen if any, or if this is something that could maybe be fixed so it's always available.

    Have you noticed wheather this is random or character based? Cause even though I'm not 100% sure on this atm, I think that my chars that can transport from the shipyard to the academy always can, while the couple that can't - always can't directly and need to beam to First City before they beam to the Academy.

    KDF Romulans/Remans cannot directly transport from shipyard to academy. Works for pure KDF toons all the time, at least for me.
