I heard a rumor that the level 15 "unique" items could only be crafted if you used a specific R&D duty officer. For example, you needed a specific R&D Energy Weapon DOFF to make any [ARC] mod beam array. Could someone let me know if this is true or not? If it is true, does anyone have a list of these DOFFs so I can start looking for them on the Exchange?
Well you need the aegis doff for aegis gear. And I know the super rare xindi doff from the lockbox is also needed for something...but that's all I got. that is all there is for specialized r/d doffs atm though

As far as I know, the only purple R&D Doffs are the Xindi Doffs from the lockbox. They're kind of scattered throughout the normal Doff professions. You need to look at the Details panel in order to see if it's an R&D Doff(there will be a section in the Details panel called R&D if this is the case). Like for 360 beams, the only purple Doff I know of that you can use for that is the Xindi Energy Weapons Officer.
Looking at the "TR-116B Rifle - Sniper Rifle", the lvl 15 Ground Weapons special, and it does indeed specifically require a DOff with an "R&D: Ground Equipment" specialization... let me check, yep, except for "R&D: Aegis" (which each of the three pieces is in a different school), each level 15 item DOES look to require a school specialist DOff to craft it.
Strange, though, that these specializations don't seem to be listed in the Specialisation filters for DOff assignments...

I think explanation is rather simple. The tier15 stuff aren't there yet. as in it hasn't been imagine/developed/balanced etc. Recent time increase in grind-o-craft makes me almost sure of it.

Yeah, actually while trying to see which Doffs would work, I was looking through exchange. I think some sort of filter for R&D Doff specializations would be nice in addition to the normal specializations. Otherwise, you'll need to examine each Doff on the exchange which is quite annoying.

This is probably true. They probably were thinking that they have time to add that stuff to the game, so they didn't bother considering logistical issues(which is funny by the way b/c crafting is all about logistics). Oh well...

Well, that's the thing...would they? There wasn't a blog about it. Just like there wasn't a blog about the new weapon mods, etc, etc, etc. There were several blogs that should have been released before S9.5 was released...

Yeah I saw purple ap beams [crtd]x3 on exchange the other day for 50mil. Could be some ppl with major dil overflow, could be just a lucky drop from crafting.
Guess when they say "we're looking at *metrics*" it really means "hey, let's press dat button and see what happens in next 6 months".
Not sure that all of them are really L15 stuff. Methinks you can craft them earlier.
Nevertheless I'm srlsly thinking of taking a sabbatical after dil weekend, just let it autorefine for a while. That run-a-rep everyday routing kinda got to me.

Thou something doesn't really connect in my head. There seems to be that player retention for X*hundred number of days idea out there somewhere: fleets, fleet holdings, reps etc. Now the same idea is applied to crafting.
However the idea is questionable by "how can you hold ppl for X*hundred days with pure boredom" and "can you really do that". And for that I don't have an answer.

For the immediate time being - Yes. They only come in Common (white), other than the Xindi (purple) and the Ferengi Aegis doff (blue).
We fully intend to make the full rarity range of School Specialists available in the near future.

School Specialist Duty Officers are now available through Duty Officer Missions in-game.
These officers are required in order to craft some of the highest-skill items in each R&D School.
Each School Specialist will have one R&D School, in addition to their standard Specialization.
They also have a full complement of traits and active roster abilities, allowing them to remain functional as Duty Officers beyond just the R&D system.
These officers have been added to all C-Store Duty Officer Cadre Packs.
This also applies to existing ones already purchased but not yet unpacked.
They can also be obtained rarely as a reward for running the "Request R&D Assistance" Duty Officer Assignment, newly available at the Academy or Starbase Recruiter.
This assignment rewards Materials and Components in addition to a small chance at School Specialists and Catalysts.
