Add "Replicate" button to assignment screen.

Please add a "Replicate" button to the "Plan Assignment" screen.
Clicking this will replicate enough commodities to perform the open assignment; e.g., if the player needs 10 provisions for this assignment and has 5 provisions, clicking "Replicate" will replicate 5 more provisions.
Grey out the replicate button if the player's cargo hold already has all needed commodities or if the player does not have enough EC to replicate the commodities needed.
The new DOff UI still has the old problem where opening the replicator window closes the special assignments tab (department head or locale). The player must write down or remember any commodities needed to complete those special assignments, bring up the replicator, replicate them, and navigate back to the special assignment via department heads or environment interactions.
This appears to be a fundamental UI design issue; bringing up the replicator uses the same mechanism as interacting with an environment object (e.g., Delta Volanis), so I doubt a quick fix to allow both to visible is possible.
The "Replicate" button solves this problem without any significant change to the UI interaction model, and it allows captains to stock up on commodities if they are deal-hunters while allowing captains who are not to have a way around this fundamental UI limitation.
