(season 9.5 is a prime example).
i personally think they are sandbagging the community, trying to make the expansion seem a little beefier than it is and holding off on things like this till then.. (which sucks since they have been promoting it for so long).

Cruiser commands? They aren't even a device or piece of equipment. There is no procedural generation for cruiser command gear.

it is what it is.. the vesta took for ever because of licensing issues and the legal team taking forever.. even though the artist said yes, they still have to play the long drawn out game of sign here, sign there, and that doesn't happen quickly...
the andorian ship did take forever, but.. in all intent and purposes, it was never propped up as being the next thing.. or that it was even in production. it was just stahl and devs saying they would like to do it..
im just going to say that since romulans were implemented as a fraction, and not as their own stand alone faction (they felt very rushed). that the romulans were started no more than a year before they were released (realistically looking at maybe 8 months of development on them, and creating a faction is not the same as implementing a secondary deflector)
i wouldn't be so uppity about the deflectors is they hadn't said "very soon all science ships will have this". they even made everyone believe it was coming in season 8 with the wording they used on how they wanted to implement it..
they have showed images of the deflectors all worked out and what not, and said it was just a few things they had to work out.. its just silly to me that they keep getting stuff nearly done, and then put it back on the bench because something else comes up.. im the type of guy that i finish what i start, then move on to the next project.. especially if i have made as large a spectacle about it as cryptic did about these dual deflectors.. but this is also typical cryptic fashion.. they have not and will not learn....
as far as it taking less or more time because it hasn't been done.. well, its on a ship as we speak.. on both the factions and the fraction. if they didn't know how to make it work, it wouldn't be on that ship.. which is far more complex than the other science ships in game due to it having dual roles, and a changing boff layout, and arguably one of the stronger sci ships..
i could see your point had they put it on a lesser ship and were worried how it would effect stronger ships, but they already went balls to the wall with it, its backpeddleing at this point..

at the end of the day, it is just good old fashioned cryptic laziness.. which has been a factor in the development of this game since day one.. (being someone who beta tested, then watched the game be launched with almost every single bug myself and the community complained about, and being that they tribble test content, and release it with almost every bug reported, there is no other way to explain it..)
