Best Loadout/Set for speed?

So I've piloting my Risian 'Vette for a while now, and I've been using the Omega Set for speed. However, I ran into a guy using Nukara on his 'Vette, and he was outrunning me. ;~;

Basically all I want to know is this: Which space set (or loadout) is the best for speed? As in, no buffs, no full impulse, just high combat impulse speeds. Currently getting around 50-60 Impulse with Engine and Weapon power maxed out.

To answer the very specific question, fleet advanced hyper-impulse with [Spd]x3 is going to have the highest potential speed

Sounds nice, but are there any sets built around speed or hit and run tactics? It's why I've been using Omega.

omega shield, solanae engines, those 2 have proc for speed, also there is that one core that gives boost to flight speed/turn rate based on your driver coils, drivercoils also affect speed/turn or any abilities that give speed/turn aka apa, apo, deuterium, evasives, aux to damp.

Counter command engine is very nice

The revamped Mk xii aegis engines should be really nice as well

Don't forget aux2inertial dampeners

A warp core that puts you at 130 would be a good call plus actually being at that 130
