I have well equipped captains across all factions and professions and I will say that my favorite of the bunch is my KDF eng. In a PVE environment most people forget one major attribute of their ships, how survivable they are. Even in the old borg STF's a well equipped escort on a Tac character, perhaps the most useful for those objectives, will occasionally eat it at the hands of a half-dozen spheres or a couple angry assimilated battlecruisers which both A. leaves a hole in the team where worse things can possibly happen and B. is embarrasing.
Not so with what I'm mainly running, a beam firing Dromias cruiser which has put a LOT of emphasis on health and shield regen. I can take the Crystaline entity's pulsewave head on and still have plenty left over to tank the first wave of shards that spawn out. Its a great build and something that I have a lot of fun with even though I'm not the one causing the most numbers to happen (though I still get plenty of firsts in the competitive events, oddl.) It just takes a slightly wider view of STO than whats inside your forward firing arc to appreciate fully.
As for ground, well we all built forts as kids and this character lets me do just that. :P

Yes if you don't care about stat min maxing because you don't PvP. Or you do and just don't care.
You can certainly care and try to make your ship work better for other things besides tac stats and priorities. My Sci-scimitar for example does do a lot of damage but its boffs, doffs, weapons, and equipment all sort of work together to emphasize crowd control. It makes for a very particular playstyle which can be a lot of fun and I probably wouldn't have discovered this build if I blithely threw whatever I had on hand into the nearest space tub.

Try a drain build with polarons and tykens 3 with a tykens doff watch a whole group of npc's have no power to any system and watch them blow up in a few sec's the vesta or dyson ships work best for this type of build
a group of all tacts cant stop nanite spheres in their tracks or push assimilated klingon ships away from the kang.
sure some tacts fly sci ships and get them but you are far more effective at it than anyone.
And lets not forget photonic fleet, no tact can spawn 3 or 4 battleships.
the key is not to care how much damage you do but how to contribute to the overall success of the mission.
have you actually looked at photonic fleet? it looks impressive but deals next to nothing in damage no healing either, if a tact can completely destroy everything before it moves pushing dead enemies is pointless besides to avoid getting hit by warp core

Sure if you want to work towards a particular build then go nuts, its the people who the mentality that your ship always must do maximum DPS and use this build or you're wrong that is tiresome.
I play all three class and all three factions. Each have their pros and cons, but I so far I enjoy playing all three class.
I can handle myself pretty well with both my Fed engineer flying cruisers and KDF tactical flying BoPs. My Romulan toon is on the science track and is still relatively new. I have to say I am still learning how to properly play that toon because the 1st science ship available is the Hanom Guardian Warbird at level 40. Prior to that it has basically been trying to get the most fun from a science toon flying an escort like Warbird. Though my Rom toon is max level, I am not confident enough yet to do elite STFs with that toon yet.
I got a 4th toon, KDF engineer flying cruisers 'cuz I subbed for a month to get extra inventory slots. The 4th toon slot was a bonus so I decided to max level that toon before my sub ends. Since I don't have the time to play all 4 toons. The KDF engineer will go into semi-active status (which means weekends only if I have the time) when the Risian Summer Event ends.
I used to PvP when I was still in a fleet, I'm bored with it now. Luna is a Science Officer, and I could use my Polaron beams to their full effect, slowly wearing others down. I could tear down people's defenses and attack buffs using my Science abilities and shut down their powers, while tanking in my D'kora class to outlast them before they went pop. I'm no good at ground at all, my brother used to take me down with that stupid sword in a few seconds! >.>
Now I mostly use her to play Foundry missions.

surprised you lasted a few seconds with a player tac and his butterknife which im assuming, because with tac and right kit powers, those melee strikes completely ignore shields and cut ya in half very quickly. best way to work for a dps is a running gun fight, staying out or range while throwing enough fire to make the difference. you should consider something like sonic pulse or electro-grav. field. followed by tachyon harmonic. all useful controls against melee players.

I never feel useless when I fly any of my characters*. This sounds like a personal problem of yours.

I must admit, one of my fed-rom scis who flies a Lol'Varo can feel a bit useless when people kill things faster than my big red beachball and volley of high-yield plasma torpedoes can get there. But that's a problem with torp boats, they can kill things but they can't do it quickly unless you get the shot off first and mega crit. My sci in a Vesta though? Great fun, and never feels useless. My eng in an aux2batt BFAW Fleet Sov? He never dies, does respectable damage, and has team support in the form of extend shields 3 and attract fire. My KDF eng in a Fleet Norgh? Also loads of fun.

As a sci in pvp... you should be running lots of torps... and that's pretty much it.
Grav photon and bio enhanced photons are both great for sci pvp... Breen cluster is also great.
If you can wiggle mines on with a Dispersal pattern that is also good. The key with a sci is timing a ton of high dmg kinetic to land as you sensor scan.
Load particle gen consoles... and do your best to be under attack at least somewhat. You want to stack your Conversion of Energy up to 3 as often as you can. (so in other words stop loading a ton of -threat consoles).
Between a kinetic barage and good exotic dmg... you should do very well in STFs... even KASE.
If you need a high dps torp sci build... just let me know which ship your running and i can give you a few specific ideas.
Of course there is. My main is an Engineer. And I love playing one as well. I use mines to take out targets that come running to you. Or if they on a walk path. I can set up some for damage before I fire my weapons. As ship battles I can last lot longer in combat and can dish out the pain.
I hadn't done Science yet. Compared to my main to my alt tactical. I like the staying power of the Engineer and can up sweet traps. However I have fun on my tactical as well.
I like playing different styles and learn how they work. Its all fun in the end.

Science is more interesting than Tac with some debuff / CC builds. What we need is some science buffs for PvE. Subnuke should be made useful ... and drains amped up.
Ideally, science should have its own equivalent of an alpha strike. Except that instead of doing damage, it either:
1) Drains an enemy nearly completely of power
2) Immobilizes
3) or heals nearly dead ally to full health
I think 3 is possible but 2 and 1 are extremely hard to pull off in PvP though 2 is doable with GW improvements.

I have my main character as an eng and have a lot of fun. He flies the battlecruiser and has gotten up to 10k dps and can take a beating and not die. Also have a sci and tac which are fun too.
If you like tac fine that is your choice but don't put down the others cause you didn't set them up right. Alpha attack is cool but if you don't kill him with first strike better run lol.
