How to use colonists?

I have a couple chars where I can't do Resettle Colonists any more, as I have too many passengers. Other than donating them to the fleet for mining, what are colonists used for, so I can offload my colonists?

    Relocate colonists doff assignment. 500 dil reward....can get anywhere

    Or you can make a bit of EC from them on the exchange, many "civilian" passengers, like Refugees, Prisoners, and Colonists fetch good prices.
