R&D User Interface no longer correctly indicates missing ingredients for project

Following today's Tribble patch, the User Interface for the R&D system no longer properly displays missing components in red if you have at least one of the component. For example, if you need 3 EPS Conduits, but only have one, then the button to begin the assignment will be grayed out, but the icon for the EPS Conduits will not be red, so it is difficult to determine why the project cannot be started.
In the screenshot below, I have exactly one of each of the required components. None of them are displayed in red, but the "Start Task" button is grayed out.
