considering the cost of building the aegis set or even just the cost of getting to the point that you could build the set it would make since to be a very rare however since this is a reward for past grinding there are times when they would give us nothing at all for our troubles.

so to get something is better then nothing.

I am glad the doff was upgraded to rare. Now I don't have to worry about fleet projects receiving a visit from him.
