Why are Orion interceptors so small?

i was re watching Ent the other day and i noticed that orion interceptors are about the same size as a NX class.
now since the NX is a tier 1 ship and not a hanger pet why are orion interceptors?
and more importantly why cant we have orion interceptor as a tier 1 ship?
