Stupid Question concerning Starter Pack

Decided to return to my old "alien" Rom character a few days ago and decided to build him up a bit. Quite fun IMO. Anywho, I decided to get the LoR Starter Pack since I'm too poor to get the Legacy Pack and I'm curious about just one silly little thing: I understand that all Roms get the T'Varos and the Liberated Borg, but what about the extra BOFF slots? Do all Roms get the BOFF slots, too, or is it just one Rom who gets it?

    Hmm, didn't seem to work for me.

    Do I need to do something special to obtain the extra BOFF slots on my other rommies ?
