A friend had his acct linked via Steam and he had a problem with Steam wallet that somehow ended up with him having to prove he bought a legit copy of STO.
Since STO was f2p he couldn't and, after it was said and done, he uninstalled Steam with some very colorful aussie-flavoured metaphors describing this experience on his fb wall.
This was pre-Arc btw...it may be different now.

Just moved to a new computer and I'm having the same problem. I attempted to install Star Trek Online through Steam, but the installer for Steam is failing upon asking the user to link their PWE account to their steam account. The account link page on the PWE website isn't working: https://billing.perfectworld.com/steam/login/
I recently had this issue because of a main drive failure. I did not want arc and I was used to playing the game from steam and chatting with my steam friends while playing. I found a link for the launcher(sorry I don't remember the link but I found it in these forums). As soon as I had that Steam recognized it. I did make a mistake though. I did not drop the launcher into the steam folder for STO. I ran the launcher outside steam and got in game. The game no longer ran from steam. I then moved the whole install to the steam folder. I could now run the game from steam but it forced me to re-download all the files. It works perfectly now, although, I have not tried to make any steam wallet purchases since the reinstall. I suspect everything will be fine.
