PVP console question for cruisers

For a cruiser do people go with Enhanced RCS Accelerator with + all res or a Neutronium Alloy console for a tactical captain using a crusier.

    Eh, I have no idea.

    someone told me to use RCS but yea I wanted to get other people's opinion on this and if I do go for Neutroniums which fleet version should I get?

    I use 2x neutronium+turn because 10 turn rate cruisers already have high turn rate with aux2batt.
