Tractor beam for engineer ?

Considering to spec into tractors but worried about the skillpoints invested to make it work.

I go from the assumption that I'll have a couple of science BOFF slots available and I won't invest into defenses on science side. (currently use Avenger, working towards the Kora)

So what are my choices ?

TB1 w/ drain boff
TBR2 w/ pull
Borg TB

Together with some mines/core plasma ?

    tbr can be useful, but only if used wisely. TB is junk, same as the Doff.
    Hazardemitters and TSS, even if not needed by yourself - though plasmafires might be a problem without a HE, if you draw enough aggro, e.g. doing high dps - outperformes you choices and can be given to others. TBR for lt. slot is a choice, but a very limited one. Energy siphon might be another,but uptime wont be your friend.
