The Federation have their Odyssey-class, the Klingons have their Bortasqu. We have the Scimitar.
Now the Fleet ship requisition says you can have an Odyssey or Bortasqu for 200k fleet credits. It's just a stripped down version from the Anniversary of the actual c-store version. They are those two powers' dreadnoughts, so why don't we have the Scimitar as a 200k credit fleet store option? I'm not meaning giving us the consoles and all that fun junk.
I'm also not saying make it OP as all Gre'thor, either. Using the Falchion's console layout (minus one Engineering console) you get a rather balanced 3 3 3 console layout. The Tulwar's boff layout seems appropriate, however, the Commander Tactical needs to stay regardless.
Weapon slots? Hmm.. I don't know. The Bortasqu and Odyssey retain the 4/4 from their c-store versions. 5/3 may be a bit much but it's a Romulan Dreadnought. Keep the 5/3, I guess.
The 200k freebie Scimitar would also use the Tactical Scimitar's appearance as well as the usual Romulan hull skins or Reman hull skins, if you have Remans unlocked.

The 200k FC Ody and Bort were to give folks that missed out on the free ships an opportunity to get them if they wanted them. They were offered free during the 2nd Anniversary as a mission reward.
They chose not to go that route with the 3rd Anniversary ships, mind you - they did not make the Ambassador/Kamarag Retros available for those that missed them. Just the Fleet versions were made available.
The 4th Anniversary Dyson ships are available...for 600 Lobi.
I just figured this would be a good way to try out the Scimitar without throwing away 25 or 50 dollars on a ship or ships that you regret later.

And umm, I think your comparison is a bit off ... The Avenger and the Mogh are the equivalents of the Scimi for the other factions, in terms of Ships Specs at least ...
If I had to label a ship as the equivalent of the Oddy and Bort as far as how the ship is placed in game, it would probably be the Ar'Kif Tactical Warbird, if it came in a T5 variant, WITHOUT the half a**ed Carrier Bay they threw on it, just to appease Romulans and give them a Faux Carrier.
That would make/have made, a better option as a 3-pack Battlecruiser ship bundle ... Give it a 4 + 4 Weapon layout, and slow it down to around 8 TR.

The Simi should NEVER have been released as a playable ship! It was a bad decision from the start. I've not doubt, judging by the number of them in game, that it's been a wonderful cash cow for Cryptic, but it's still wrong!
The Hanny/Harpy or the Drid/D-Dex should have been Retrofitted to be the Faux Carrier Ship, not the Arky!

Some idiots who own them get so caught up in the whole "I 'gonna do leetz DPS'z 'coz i have a Scimitard" they forget to have any defensive abilities available, hence they Ka-Fricken-Boom frequently, where as the guy in the BoP knows how to fly, and knows how to set up a ship, and survives happily.
My Fleet Moggy does more outright DPS than my Scimi (though not by much, granted) but my Scimi can facetank pretty much anything in game, where as my Moggy is more a Striker and much more "squishy". I happily take my Moggy into ESTF's and come out with good/great numbers, but doing a CE or a Tholian RA and the Undine BZ, I take my Scimi instead.

Well they said the Bort/Ody because they're the Flagships of the Emprie/Federation respectively...the Scim is the Romulan Flagship...which I personally thought was kinda odd and stupid...the Ha'apax/Haakona would of made a lot more sense in many ways including the frigate separation.
We were originally set up to get our own unique Flagship but then they sorta copped out and just declared the Scimitar our flagship...

Lol ... Just thinking about the howls ... nay screams ... coming from various countries, if Cryptic actually nerfed or removed the Scimi as a playable ship and gave us a proper Flagship like the Harpy/Harky or even the venerable D-Dex ... Could you imagine it?

The Scimitar is essentially Power Creep For Bulk Sale. The Bortasqu' & Odyssey are merely footstools for the Scimitar.
