KDF-aligned reman, can't use doffs from DS9 bundle

I wasn't sure where to put this, but I figured here would be a good initial first step. I tried searching to see if this has cropped up before, but admittedly I didn't search very far :V
Anyway I made a KDF-aligned reman the other day. When I hit level 11 and got my duty officer system unlocked, I went to claim the DS9 KDF bundle for the three free high-quality doffs. (2 rare techs and 1 purple armory doff, this last one was even more anticipated because my reman is an engineer).
Funny thing is... I can't use them. They sit in my inventory, they take up space, but I can't assign them to duty assignments nor can I put them on active duty. They have the KDF symbols to denote they're KDF doffs, but literally I can't use them. So, what gives? My fed-roms can use their DS9 doffs no problem. Are KDF-aligned characters shafted or is it remans who have the problem? Is this a common bug or something known that hasn't been fixed?
