Customized standard uniforms

Why can't I design science, engineering, and tactical standard uniforms for my crew? Then when I get a new bridge officer, they change to my uniform standard but keep their own facial and body features.

Also, when using "Visit your starship" option and walk around the interior of my ship, I want to see every NPC walking around in the standard uniforms that I have chosen.
