So within a day or two my fleet is about to gain access these at Mk XII. So the question is what is perfered?
My character is tactical with the end goal of a fleet mogh. I currently have non fleet one using dyson rep weapons and ship equipment, so 1 grav torpedo, 1 proton beam array, 3 DHCs
Console wise I use 2 VR XII RCS and the Tachyokentic and I have been able to always keep my guns on pve enemies.
Also I am not a2b.
I was thinking at first just replacing the RCS with fleet RCS+res, but then thought how effective are resists, as in going with 3 fleet neutronium+turn and the tachyo. Less overall turn, but a lot more resist compared to what I have now which is none.
What is a better path? My fleet is just getting into the higher end gear now. Thanks

I'm Tactical and fly a Fleet Avenger using 2 Fleet Neutronium+turn. I play my Fleet Avenger like a cross between an Escort and a Tank. I do have 6 points in the skill Threat Control which really draws a lot of attention in PvE but I seem to manage my survivability quite well. I've tried using 2 x RCS+Res instead, and although I did like the extra turn speed, I found myself having to be more diligent at managing my survivability.
In ICS (Conduit on Elite) I solo Borg Cubes and I wont say it's effortless, but it's not difficult. I definitely would go with the Fleet Neutroniums+Turn. But, I'm not exactly the most skilled player, a more skilled player could get away with using the faster turn rate from RCS+Res and do well.
My advice, start with Fleet Neutroniums+Turn, and later when you can afford to do so, try the RCS+Res and see if you can manage the survivability fine with those.
Too much turn ratio I feel the ship is too off balance. I would like less turn but just the right about to turn. Escorts have a lot of turn ratio already RCS I don't use because it's over-boost turning. Depends what type of ship you have larger ships the turning ratio is smaller than the smaller ships. 16 turn ratio is quick! Higher that than really swift.
Tank Ship I keep it going in one direction and fire all weapons, then I have a few other tricks that gets dished out too. Power levels are max, Power Rate Flow % is really high almost max on some of my ships. I have to give-up extra shields to get the Power Rate Flow higher than average. The results are supercharge. Shields at 100% when I get hit by the 8-way Undine the shields level drops to 80% prior was 70%. I press one button it's back to 100%
Escort Ship weapons are smoking up front power levels are max along with shields levels. Got to stay focus on your controls and watch those bubbles and your shields using the right tricks you can make it through each attack. I only turn when I have too so slow turns come in handy on Tank. Then I attack all targets.
Like I said everyone going to use what they have on hand. Fleet weapons, devices, shields offer slightly better results but then again you have to be in fleet.
As for Neutronium Alloy, that's all I've been using and some ships I have can use 3 to 4 of Level 12. EPS Level 12 is in the same rack I have to decide to I want more Power Rate Flow or do I want more protection. Shield Plate get the highest you can find. I was using the Breen Shields and just replaced it with higher set.
You can also get extra turn with the extremely expensive Helmsman trait and various bits of space gear. My general impression from experience is that the flt neut + turn is a very good value piece of kit and it makes a significant difference to very big and slow and small and fast ships.
Here is the way I think... There is 2 different scenarios...
1. I am flying a cruiser... let's say I am flying the Odyssey Star Cruiser, well the turn rate on this ship sucks... however it has a descent (as all cruiser have) resistance and tanckiness.... with the right equipment...
In this case... I would equip (since the Oddy has 2 Engi Consoles) I would equip 2 RCS with wither HullHP,Rep or ALLres...
2. I am flying an escort type ship... well in this case the ship has a more than descent turn rate... however not in most cases does the ship have enough tanckiness... Let's take for example the recent added "Dyson Science Destroyer" tanckiness sucks... yes... Turn rate is well ok...
In this case... I would equip (since the Scides has 4 Engi Consoles) I would equip 4 Neuts with +turn... this way the Turn rate is increase and thus giving us a more than descent turn rate while also increasing the resistance to the ship...
