Romulan/FED Uniform bug?

I didn't see a comparable thread, so...
I have a female Romulan , Fed-allied, and there seems to be no way to collect the "free" Khan uniform, no way to delete an existing uniform slot, and no active "uniform" button to select an off-duty set. As a result, I cannot use any of the Risa swimwear, or Khan components. What am I missing? To be honest, I only just started to look at my characters' uniforms again with the summer event; I don't recall if there is a "delete" button for any of my 'toons uniforms.
