Get the Tactical one, the one with four tac consoles (Reconnaissance,) to maximize your energy type with consoles. From there build it how you wish. It also has the most useful universal console. I have all three. Personally, I run a 100% aux build in the Tac version.
I like the flexibility of being able to slot more armour or uni consoles over the added tac console of the tac version. Allows me to overcome the ship's weak hull or add on various uni consoles to use some more specialised tactics. I use isometric charge, and combinations of rep consoles to boost torp damage and crits.
I find too many tac consoles on a build feel wasted sometimes, as you can get good dps without using them all for tac consoles but what else you load in there is limited.
You can still put out a hell of a lot of damage with just 3 tac consoles, especially if they are all spire tac ones. Dps these days is so over the top and easy to do huge numbers you don't really need any more than 3 tac consoles unless you are on an escort designed only for dealing damage in the extreme.

If that's the build you're aiming for i'd drop the 2 quantum torps and keep the photons fwd. (maybe aft also if you like them there and find they work for you).
Stick with photons because at the moment you can get losts of boosts to photon damage with the dyson rep gear and the undine rep gear.
Replace the lost torps with beam arrays.
You'll want to use the ship broadside as it is too slow to move around and chase targets down and that also means you can get all your beams on target at once since the arcs overlap.
Drop the two field gens as with the Adapted MACO shield you dont really need them. Its covartiant with a huge capacity already and you have a lot of hull HPs as well to soak up damage.
Maybe loose them both and slot some universal consoles as below:
If you slot the dyson uni console (in place of 1 field gen) and the gravimetric torpedo you'll get a 2pc bonus that will boost photon damage and give you extra crit as well
Also if you slot the enhanced bio torp and the multi-energy relay thingy (in place of a tac console) from the undine rep/latest feature ep. you'll also get a boost to photon damage. You will also get a bonus damage boost to phasers which will work out higher than what you'd have gotten with the tac console you give up.
