Idea for a new doff

I have been thinking and I have a new idea for a new doff. I would like to see a doff that will add a subnucleonic ability to either dampning field or nanite infestation. It should add the same debuffs that the space version has. It would extend current cool downs and remove all active buffs.
So if it worked on dampning field I would have it remove the current debuffs of negative damage then have it lock onto a player instead of a aoe. It would still be a bubble and any player in the bubble would have all buffs removed. The player that the bubble was on would get the cool down debuff. Max affect is three players.
If you added it to nanite infestation remove the resistance debuff and since it spread and can be avoided by running from the initial hit. Max the max players affected to five.
