Where to find Space warfare specialist-Space increased Damage vs. gorn ..for fed

I have been looking and looking where to get a purple version of this Doff but cant find out where to get it from..

Space warfare specialist-Space increased Damage vs. gorn for Fed Toon

Is it found from a duty pack or lockbox ????

Theres none on the exchange either...

    There should be a couple on the exchange, although the sale may have expired and they player hasn't put it back up yet, I've seen them recently.

    If you want to try your luck with packs, they come from the Fleet Duty Officer packs.
