There is a huge difference between those two things. With the cruiser comands all they had to do was a add the new ability to the ships. Job done.
With the secondary deflectors they have to create a whole new item type and and all the variants and artwork that entails. All while a new season update was being released.
Have patience. They will be ready when they are ready.

Raider "Flanking Buff" came about with the Breen Raider from Winter 2013. Only within the last month have the KDF BOPs gotten the buff.
Since the DSD came about during last Winter, we should be seeing it soon. Hopefully they're better than what the DSD actually got.

Sadly Science ships are quite lackluster in STO the game is ruled by Escorts and Dual Heavy Cannons if the new secondary deflectors are anything like the pathetic Dyson secondary deflector then they won't be of much use anyway just another example of how science ships get the short end of the stick.

Yes, if you had been able to equip an actual deflector in that slot, that would have been impressive and noteworthy, something that made Science Ships a more relevant consideration. But a fake, watered down deflector, of which only one exists? Pssh.
I'm guessing there's a lot more production and testing time involved in these than there was in flanking or cruiser commands, since I think they want to release a decent variety of them. And that's a ton of items to test.
