I've always noticed DHCs being off more than DCs, Cannons, or Turrets. Like I said, it's always something that's bugged me...but since I never really ran DHCs, heh, it didn't bug me massively - so to speak.
That additional time will add up...and...result in lower than expected DPS. Above and beyond there actually being the range of damage, the calculated timestamps won't match the actual timestamps.
In situations where one is expecting the 5th cycle for the 4/3 weapon when using CRF...it's unlikely to happen because of the timestamp padding/delays that take place.
Basically, it's just another thing to keep in mind while we do our spreadsheet warrior thing. Not only are the damage values we generate some sort of average/median, where the actual damage will be +/- that within a certain range...when it gets into DPS calculations, proc probability calculations (whether per cycle or even per pulse)...well, the game does its own thing.
