First, a quick primer on this type of build - they used to be super-effective, but now they've been kinda nerfed. Otherwise, everyone would be using them all the time.
Ok, so now that that's out of the way we should consider a few things. Ultimately your FlwC determines your effectiveness at drain - a long time ago, this would havwe been countered by Power Insulators, but since these are buffed pretty well, I would consider the Power Insulators to just be higher overall than your FLwC - still your FlwC needs to be as high as possible.
The sets that can buff this are breen, Jem'Hadar, some of the Omega ones - I'd use a 2pc Jem Hadar set with Phased Polarons. The Polaron proc does straight drain, but phaser proc is good for what we ultimately want to do which is shutting off subsystems. Subsytem targeting is great for drain too because it will drain the power from a specific subsystem and occasionally knock it offline (read the tooltip).
Consoles: FlwC consoles, plasmonic leach - you can use anything else for the rest.
Pets: If you are Federation, you are very limited. I'd focus on Yellowstones to control an opponent. If you are in a Caitian carrier, I'd use the Caitian Stalkers as they can drain the AUX of an opponent.
If KDF, they your options are much better. You can use the siphon drones, which when they reach their target can level serious drain; but siphon drones are weak, can be FAW'd away real easy and have a tough time chasing down opponents. A better option would be Elite Orion Interceptors - they will require that you own the Dacoit Flight-Deck Crusier when you make your Elite Hanger pet purchase, but it's worth it. They have hyper-impulse engines and can run down an opponent, they have tractor beams to hold them in place, heavy weapons , chroniton torps, and they drain engine's and weapon's power from a target - the two systems needed to flee or fight.
Anyways, hope that helps. BTW, this is all expensive and against most PvP opponents is useless. In PvE, your targets won't live long enough for any of these strategies to matter.
Draining still plays a major role, to be honest. Its not like flow capacitors completely block it. Its obvious that opponent being constantly drained does not perform as good as he would otherwise. As for PvE, it has sense too - as long as you can drop enemy shields from sheer drain quick enough after engaging, and before your temmates do, you save them hassle of breaking through shields. Of course, if you dont hold them open long enough theyll still have to break through them.
Like Hootenite said, youll need all the consoles, skill, and deflectors/engines/whatever else boosts flow capacitors (you want the Tulwar for this, since it has 5 sci consoles). Forward focused phased polaron loadout to maximize the chance of polaron/phaser proc, and get some additional damage too. Draining abilities like tykens rift and energy syphon, both upgraded with doffs - Warp theorist with chance to disable subsystem on use of energy syphon and gravimetric sci with chance to spawn additional tykens rifts. Tachyon beam could help with those times you failed to hold the shield open long enough. Shield subsystem targeting, syphon drones. All this should help with dropping NPC shields.
For PvP, youll need some control abilities added to keep your enemies frying in the tyken rifts. Two probles with that though. First, the Tulwar doesnt have enough science stations to do both effective power drain and holding. Some universal consoles could help, like the Subspace integration circuit or graviton pulse generator, though those have long cooldowns and tractor beams usually work better. This leads to the second problem, your career choice - if you were a science officer, you could subnuc away all those abilities that usually let people slip out of your control measures, like attack pattern omega, polarize hull, aux 2 inertial dampeners (though that works better against grav wells, which you wont have room for) etc.
Overall, this would work decent for PvE (shield-disabling wise, not damage wise), though I can arleady see all the people saying "ur using it wrong hurr durr". Pretty certain it wont work well at all in PvP.
