For a Tac, I prefer something with Battle Cloak. My Engineer uses this ship that has a turn rate of 24, so she uses single cannon build. Things still melt pretty quickly with scatter volley in PVE, though not nearly as well equipped as yours.

I use a b'rel sometimes aswell on this toon but not often . I like the b'rel better with my science toon when hes not in the fleet Kamarang.
my engineer I use the fleet D7 he does ok in the mogh but still does better in the fleet D7.
I just cant get the skills loaded that I want to use in the mogh to get what my tork has I have to use the uni slot for a tac.
and im not a fan of beams let the feds have them I like my cannons.
Trophies for killing FEDS ahh those were the days.
This build leaves me somewhat short of awestruck. You've got too many cannon skills, and no attack patterns. You've got only one EPTS and no means of sustaining it, even if you used DCEs, and all in all, the build is kind of a mess.
While the Tork's handling is great for cannons, the boff layout is a bit awkward.

your wrong on that. the purple sci team cool down doffs take care of that hardly ever pop the emc shields I have it for the back up and works good. same with eng team and tac team. EDIT and the shield capaticer forgot about it. hardly ever use it though.
the attack patten is on a different tac officer replaces scattervolly if I pvp, for PvE no need for it already melts the enemy the way it is. but didn't want to go down the PvP road since this is not a PvP thread.
but your probably right that my boff are a bit off from others, and probably why I cant stand the Mogh I just cant make it preform as good as my tork.
But all that said, I really believe for a Klignon keeping hull up is more important than shields that is if you do allot of cloaking and decloaking cause you can often get caught with your shields completely down. key is to kill the enemy before they can kill you.

And another moment of Clear Klingon OP'ness. It never gets old because it's so badass
I did the same thing from an appearance perspective with my fleet Tor'kaht. Looks great! I like that combination. You've got some great gear.
