OP seems to suggest that cameos are also acceptable for this list, in which case the king of all Star Trek cameos - literally, in this case - will for me always be Abdullah bin al-Hussein, the actual King of Jordan, who appeared as an extra in the opening scene of Voyager episode 2x20.
I actually didn't know Fleetwood was in an episode until a few months ago when i was browsing around and found a list of ST guest actors. My wife is a Fleetwood Mac fan, so I thought it was interesting.
