lets asume you mean MK XIII and MK XIV or even MK XV...then the answer would be: in the distant future or even never.
cryptic in general seems to avoid giving players the "best of all" weapons...each season and enemy race has its counter weapon...although Anti proton really outshine all other types once you reach 20% crtH...or even lower than that.

Depends. If you want an item that look canon... there definitely is. Romulans have appropriate weapons, Feds and KDF don't outside of the Fleet Stores and even there... not exactly canon models on the ground weapons.
I would also want more faction appropriate weapons available. It would have been great if Omega Force, the first joined venture between the factions would hand out phased disruptors / disrupting phasers instead of antiproton weapons.

You can go through the episode replay and get enough gear to start STFs between all the MK XI Purples you need to outfit a ship except for maybe consoles. You won't top dpser but you won't be a handicap. I've ran several Undine Infiltration Elites when one had the type 2 phaser and another had the type 3 phaser rifle. They were fine and we did not wipe or have any problems.

The further you go up the chain the more the models vary gaining stupid looking additions (like double blades on disruptor pistol barrels, and a large housing and "pummel spike" on the phaser pistol) and holographic parts that have never been seen in ST. If you "recall seeing every exact one of them used in films" than you need to lay off the heavy drugs.
You should also probably do that since you're having issues with reading. I very clearly said the Fleet versions aren't appropriate either, and it's not just because of "chrome"... the base models are also off there. Hell, the wide beam phaser is pistol-shaped, as opposed to, well, dustbuster-shaped like the latest canon phasers have been.

Seriously. Using standard issue phaser weapons so you can have a 'canon' loadout for your away teams is not a viable option at max level.
You can make a 'canon' Romulan away team loadout fairly easily between the disruptor pistol/rifle mission rewards, the rep system, and the nanite disruptors. TOS-era loadouts are similarly possible at high levels, same with Jem'Hadar.
TNG/DS9/VOY era equipment is an exercise in frustration though, considering how worthless Standard-issue disruptors/phasers are at max level, and how gaudy mk XII phasers/disruptors are.
