The difference that I see is that in "A Taste of Armageddon", the Eminians had committed an outright act of war against Starfleet by declaring the Enterprise to be a valid target and then "destroying" it and demanding the deaths of its entire crew.
I agree in principle, though technically, it was Vendikar who marked the Enterprise as a casualty.
I always figured the "money" thing was a confusion between actual physical change and digital currency. There were a few early TNG episodes as well as many TOS episodes that seemed to reference some kind of digital currency and hinted that physical cash was useless (it's the future after all, hard cash hould be obsolete by then, right?). But somewhere along the line it seems it got mucked up and confused in other episodes and movies as no currency... at all.
I could be completely wrong though, but it's a fair guess. I just remember the one stated fact from Roddenberry that everyone was supposed to be all well to do, that poverty was supposed to have been abolished and so Star Trek wasn't supposed to do episodes with characters fretting over their funds.
I think the thing is we all know money and desire for possession leads to greed and terrible crimes against our own kind. As much as we would like to live in a perfect and peaceful little utopia, not even in our greatest imaginations can we figure out how to live the life we want and turn it into a paradise for everyone, since our human nature reverts to a primal state when ever faced with challenges or peril. People are just too unstable as a whole to pull off a Trek future, im not even sure we could pull off a mirror universe one, we would destroy ourselves before a single ruler could take charge and do his Hitler impersonation. But, fear not. A dream can still be enjoyed as a dream, and writers can still give us a glimpse of hope that one day we may figure it out, and find our common ground and overcome our own nature.

I think you'll find the Federation to be made up almost entirely of people. And people, as a general rule, are horrible. So yes, Federation: Horrible people.

Me ether, thats why ive always promoted Caitians, and more advancement of them in the game.
The wikis about them seem to make them a utopia, faithful and brave, intelligent and committed to the cause. I had hoped they would make a planet for them (Cait), and design it to look almost Victorian, decadent gowns for the females and noble looking jackets and pants for the males. They should have a fencing sword and a library with a ton if interactive scrolls, more then bajor does about lore and the species and its history. Then not to be forgetting the bare feet option! Once Caitians are the main race, the game will be purrfect.

#3 was funny, i was thinking of marble metropolises, and cathedral library's, pools and springs, gardens and gazebos with musicians playing...actors performing in the parks, kids running around playing, inventors testing experiments and doing science in steam punk looking labs. Harmony at work, from settings of old books. I think as a starter for expanding each race in the game, take caitians and do something with them, give them something to bring them to life for the franchise. Humans have been overdone in sci fi.
So thinking about this some more I realized the Federation was nice enough to help out the Klingon Empire when they experienced a case of exploding moon and that the Federation was really nice to Bajor when the Cardassians, left giving them lots of farm equipment, replicators and stuff too. Also its implied that the Cardassian war was fairly recent and after most of the starving happened. Then I think about the lawless colonies that seem to crop up/starve every fifth week in multiple different series and I think about what it would take to get a Kodos the Executioner in a "Utopia" like the Federation too.
I think that the "lawless" colonies are often left to their own devices on purpose. Like the one that the Feds handed over to the Cardassians. The people were given an ultimatum... get off the planet or live as Cardassian slaves. They chose to live as Cardassian slaves....
