Jem'Hadar tactica boff problem, need help

i just finished "Facility 4028" and got the jem'hadar boff, when i try to retrain torpedo spread 3, it will not give me the option to do it, i just have 2 options, "join" and "not now".
first time i did this mission on this toon, any one have same problem? any solution?
i did it successfully on my other toons, but on my romulan toon it just wont retrain. so i am a little confused.

    If you are using a Romulan you will need to commission a Tactical officer of your joined faction to get the option to train TS3 on the Romulan officer of your choice

    yeah, i did that but i only get 2 options "join" or "not now"

    after playing around, i came to conclusion that romulans can't retrain jem'hadar from mission "Facility 4028".

    i have 11 toons, boff can retrain on all characters for klingone side and for starfleet side (9 toons), but on my 2 romulan toons, one romulan and the other remain it will not retrain skill. it can only join the crew.

    now, is this a feature of the game ir is it a bug, or is there some mission or something that i need to do for the boff to be able to retrain the crew.

    same goes whit the Voth boff that we get out of the reputation story.

    can some one confirm that he successfully retrain skill from jem'hadar boff from this mission?

    Using the "Train" option seems to be fairly broken for Romulans.

    I've even had some instances of it not working on Feds recently (no data on KDF, haven't leveled one that recently).

    Romulans seem to have it the worst, though...can hardly find any boffs that will let you use Train, unless it's an actual non-special Romulan or Reman.

    I trained my rom in torp spread III, forget which boff it was but its a rom boff I got as a reward from a story or doff mission I'm sure.
    I did it pre season 8 and have yet to rerun the mission to get him again so have only the skill atm.
    I hope that helps a little.
