KDF Fleet Veteran Ship: Cannot use Fleet Windows or Textures?

Much to my surprise, you cannot use the Fleet Window or Fleet Skin for the KDF's Fleet Veteran Ship. The options are there but selecting them does not "stick" and always reverts to the other ship skins.
