While I feel the HoH'SuS is fine ship in it's own right and actually is worth buying without any further aids, I feel that it only be right to get the same boost I wish to share.
Straight to the point, both ships could get a buff when near an Odyssey or Bortasqu' Class vessel. While I don't know what kind of buff to suggest for either ship, I feel it would it could work like this.
X% buff for being near a cruiser.
Y% buff for being in the same party with said cruiser.
Z% buff for the Aquarius when the Odyssey is using saucer separation.
A bonus for being in a party with either vessel could be a marker that appears over the cruiser's target allowing the escort to focus and maybe be given a damage/proc buff in the process. Or allow the escort/raider to receive cruiser commands buff further than usual.
I do believe Al said the ships weren't really added to be 'serious' contenders against most other ships; they were added because people just wanted to be able to use those models.
The adjacency bonus thing seems like a lot of development time for something extremely specific that's 'kind of' already covered by Comm Arrays.
I'm entirely with you about wanting everything to have its own niche in the game, but personally, I guess I have finally decided to just put those ships on the novelty shelf(Sure, the Hoh'sus gets battlecloak, but it doesn't exactly have good competition in the first place). =L
Personally i think that both ships should be able to equip Bort/Oddy consoles for special bonuses of their own.

Anyway, I don't care about the HoH'SuS, that seems to be good enough. The Aquarius however underperforms in every single aspect when compared to the Escort Retrofit. Not even mentioning fleet versions of both. And the Escort Retrofit already performs bad enough to not demand a Mirror Escort at the least. It is like the most useless ship that the Federation has, when every other escort can do what the Aquarius can, but only better.
I'd say that that ship needs a boost to make it a true raider. Or an escort on par with the Defiant (not an exact copy, but about as much use. Not even necessary in DPS area, but well, just a use).

Eh? The hull, shield multiplier, and console layout is far too strong to be a Raider. It could use a boost to be an Escort, though.
I'm okay with the Aquarius being a raider. It lacks the battlecloak that BoPs have, so I think the additional hull/hp/shields make up for it, to balance it out.
I mean, I'm very glad Al Rivera consented to the Aquarius being playable in-game. I wanted it. I'm really glad its in.
But for all the declarations that the Aquarius is okay as is because it was meant to be a vanity ship... the Hoh'Sus - a vessel in the same posture - just happens to be an excellent endgame raider. Whereas the Aquarius is just as described by an above poster: the ship every other endgame escort outperforms; but at the same price and generally higher requirement than most of the ships that outdo it.
I wish the Ship devs could've taken it in a direction that went further than just "*handwave* Tier 5 vanity ship". In my eyes, the Aquarius could have been a 25th century successor to the Defiant-class (as opposed to refit, or retrofit, which the Sao Polo-class is). The Aquarius didn't necessarily have to outdo the Defiant performance-wise, but perhaps come very close to it and at the same time manage to be light enough to serve as an auxiliary craft.
Its small size could be justified by lore tie-ins. For example: maybe the Aquarius manages to be as small as she is because she loses most of the crew quarters the Defiant has - instead, this small ship is mostly populated by photonic crewmembers. Its onboard technologies could include extreme example in miniaturization, as well as use of very advanced replicators - that way it could afford smaller torpedo stores, and fabricate them on the fly as needed.
End result: yes, it is smaller because it could afford to be smaller.
The benefits of that could have shared the exact stats the Aquarius has now, but give it redeeming qualities such as a higher impulse modifier, better inertia and a higher turn-rate. No one gripes at the Risian Corvette being fragile, or having a unique bridge layout because it gives interesting tradeoffs and remains very fun to fly. That's the niche the Aquarius could have had - probably should have had.
Something to make the little ship unapologetic for what it is: "Yeah, I only have 26k hull, but hey, look at my 0.25 impulse mod, my 90 inertia and my 21 turn rate!"
The Raider flanking bonus isn't something I'm too sorry the Aquarius doesn't have... but it could have had been interesting. I mean, once you have all that speed and turn rate, what do you do with it? Adding flanking, but without benefit of cloaking, could've kept things interesting too. Not necessary, as I find the Aquarius to have a very solid bridge officer layout, but interesting.
The Aquarius model should become the base for the Federations 1st universal Hangar Frigate that could be used on any Full Carrier in service to Starfleet.

While the Xzibit jokes are funny, i'm pretty sure he means special bonuses like Alt Red Matter(Aquarius), alt miracle worker(worker bees) and I don't even know what the saucer would provide.
Meanwhile the HoH'SuS could get something ridiculous like alt red matter(Hoh'Sus), Picard Maneuver(irony), and cannon rapid fire IV (Disruptor Autocannon)

You're right, it may be more effort than its worth. While I never used the ship, I strangely can't settle with leaving it as vanity ship either. With it being the newest ship in the fleet and all. One can hope though.
