Missing officer candidate

I got a new boff as an assignment reward. When asked whether I want him to join or to train my crew, I was not sure, so I clicked "Not now".
Now I can't find him anywhere. He is not among the officer candidates. Please tell me I did not just trash a blue boff accidentally.

    go to the tab marked stations he or she will be in your officer pool if not invintory tab if full check your overflow bag
