Are you a Tactical Officer wanting to try your hand in Science? Maybe you're an Engineering Officer wanting a bigger Gun. Why not request a change of scenery?
Now, I know said requests have been made before in the sense that people would like the option to have a career changing token placed into the C-Store. I doubt that's going to happen, and I can understand the reasons why; nobody wants people changing their professions every other week (for starters, its likely to reduce the number of characters people have).
However, how would people feel (and would it be possible) to have an annual event (of sorts) that allows people to change their professions, once, on a yearly basis? It's somewhat of a compromise I'd think. I know I've several characters that I've invested a lot of time into, especially with the grind that I could do with changing. I'd imagine I'm not the only one. Furthermore there many be lock box ships opened (initially on impulse) that would better suit a character of a different career path, and cause ya'know, these ships are bound, players may be stuck with an unsuitable build.
Just an idea, and I wouldn't mind if said event costs dilithium/zen to complete (maybe through such an event into the reputation thing we currently use for the special events; completing said projects rewards said character with a token?)
I'm not willing to level up and grind new characters, but I am willing to grind for an event that comes around once a year to enable me to change a chosen profession.
It is almost guaranteed that universal kits are on the way, most likely in lockboxes.
I think that is the closest we will get to open career chars. I am all for unified characters myself, but the way they have set the game up would not lend well to changing such coding.

I've heard (or rather, seen) people mention this before, but never once has anyone explained their reasons/belief of it. How have they coded the game to not enable/allow this?

Looking forward to that. Science Kit with room for a Flamethrower turret? Heck yeah.
As for a profession change, i'm not overly fussed. I'm still more interested in a species respec. Which I suspect will come if they plan to introduce new playable species, such as the Xindi.
You're just a machine. And machines can be broken.
I don't want to change my "profession" - but I would like things to be more Star Trek-like in regard to careers. Hit up Memory Alpha to check out some of your favorite characters from any of the series/movies...and...you'll likely see that almost all of them are of a dual spec nature.
In STO terms, they're not just Eng, Sci, nor Tac...they're...
Eng-Sci
Eng-Tac
Sci-Eng
Sci-Tac
Tac-Eng
Tac-Sci
They're more like how many of the ships are, eh?
Basic Examples:
Cruiser: Eng Heavy, with Star (Sci) Cruisers and Assault (Tac) Cruisers.
Escort: Tac Heavy, with Patrol (Eng) Escorts and Advanced (Sci) Escorts.
Sci Vessel: Sci Heavy, with Deep Space (Eng) and Recon (Tac).
That's missing from the characters themselves...oh sure, there are different professions within each of the careers - different ways you can play that career...but it's not quite what we've seen in Star Trek with the guy being Operations with a mix of Tac and Eng or being Operations with a mix of Eng and Sci...etc, etc, etc...
However, how would people feel (and would it be possible) to have an annual event (of sorts) that allows people to change their professions, once, on a yearly basis?
Same way I feel about "Career Change Tokens" or any other such scheme: Hell to the no. If you can't pick a "class" and stick with it, you're obviously playing the wrong game. Move along, and don't let the transporter room doors hit you on the way out.
Based on ship switching, I therefore expect this feature to be implemented early in Season 10.
I would rather have an unaffiliated gameplay option not related to other factions. A mercenary/smuggler/trader option. Ferengi, nausiccans, and orions would work best with this.
Nothing breaks the tension better than a tankard of warnog - except maybe a good brawl...

I uspect that universal kit modules will be for new powers that do not conform to the current setup.

i dont see the difference and as you have already answered it yourself, why would i need to comment on it?
T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
I wouldn't say no to being able to slot a Sci heal on my Tac officer. Be a little more Pally-like. Particularly with the smiting of anyone who doesn't follow my exact moral code.
If you can't pick a "class" and stick with it, you're obviously playing the wrong game. Move along, and don't let the transporter room doors hit you on the way out.
People don't know how a certain class is going to work (to the full) until they've maxed one out.
I wouldn't mind changing. I started with a tac officer a few months ago have started playing an eng. as a few weeks. I like the ground activity with the eng. more, more gadgets and survivability. I wish I could change the tac off since he is my main and because he is the only one I played back during the anniversary event and has the solonae gear and such. Or would be nice to get the different kit modules like mentioned above.
People don't know how a certain class is going to work (to the full) until they've maxed one out.
And...? I don't see how this differs from dozens of other games with classes, aside from it taking a laughable pittance of time to max one out in this game. That laughable pittance means there's already a class change built in: delete, restart, have new level 50 in new class in 2 days if you're slow.

Career? Kinda, sometimes I think I would like to change my main character but this is mostly due to some of the ships I am interested in playing being better suited to one profession or another. However, I am not really sure career really makes that much of a difference in the long run.
What I would like to see is the ability to change race but this is the roleplayer in me. For example, take a Nicor bioship. Doesn't make a whole lot of sense for a Klingon to be flying one, but an Alien with Psychic powers might be able to pull it off.
Frankly if I had it to do over again, no matter what faction I chose, I would create a Alien simply because you can pretty much make them appear to be any race which really makes it much cooler from the roleplay/suspension of disbelief standpoint.
I can tell you quite honestly that our Species data is not currently set up in a way that would allow this to happen.
Not to say that couldn't be changed some day... but doing so would be a monumental undertaking, in order to alter the definitions for every single playable Species in the game, and their associated Costume allowances.

Worf changed profession from security to command.
Bashir took engineering extension courses at the Academy.
Paris took some kind of medical courses to be considered for the nurses position on Voyager.
He was promoted to full Commander in "Generations" when he was still part of the Enterprise crew as tactical.
Sisco suggested changing career paths when he transferred to DS9. As far as I know he never made captain.

go watch again also look at his pips in screen shots................... looks to me LT commander............ not full commander
just to save you sum time
In 2371 he was promoted to lieutenant commander (Star Trek Generations)

WOW! My bad, he was NEVER a full commander. No sarcasm, I was wrong. I guess just wishful thinking that such a great character, that they spent 2 series developing, would have made it to full commander.
His final promotion was still with the Enterprise D. Sisco never promoted him, he encourage a career change into command (yellow to red).

well not going to lie i thought he had made to to full commander but on DS9 i know he was never going to make it to captain because of that one ds9 EP

like - if you are lvl 50, you could invest your XP to skill into other class..
sci-tac, tac-eng, sci-eng
plus adding some skill points to the training..
imho a great idea!

Throw in six new career paths, two for each profession.
Both of your paths are available to you and one of the pairs of the other ones.

They said they weren't planning cross kits immediately, but they distinctly said that it wasn't off the table.
So yeah, we just need to wait for a slow fiscal quarter.
That's been adressed by the Devs already:

Bashir took engineering extension courses at the Academy.

Cross training, in my opinion, is very Trek.
try got promoted when he went to DS9
