Question about building kits

Hi there i've tried to build a few kits after season 9 and managed to build a couple of tact kits which i got to say are pretty sweet and curb stomping Voth in Battlezone.
However 2 modules i used Ambush and Battle Strats i had to buy off the exchange

i'm trying to build i engineering kit and the fleet spire and embassy has a real lack or modules to fill the kits out, noticed this for sci as well so back to the exchange and drew blanks as no very modules outside unwanted Undine ones available

Was the release of this system unfinished ? Are modules not available at fleet holdings stacked in lockbox drops, Or is there another place to pick up modules that i'm missing ?

you can get kit modules off random drops in GROUND combat.

Replay Assimilation. Random Mk XI Purple Profession-Specific Module as a reward.

I got blue Mk X modules from a console on K7. For better ones I have to replay Assimilation. I only got good kit frames from drops, but at best green modules.

It also worth noting that since certain Kits didn't have fleet versions prior to the S9 release, certain Kit modules are not available above Mk XI. Triage, Nanite Health Monitor etc to name a few.

Presumably they'll be added to the game with the next fleet holding.
