Training Boffs *bug or change*

Just returned to the game after about 8 mos and was curious if Cryptic at sometime change Boffs and the ablity to train others in skills or its a bug with the new patch. Example I have boff that is not commissioned with BO3 and I want that Boff to train a current Boff on my active list with that skill and I only get the option to Join, could have swore there was a Join or Train option when you went to commission before. Any help?
