New PVP Build help

Hello everybody, its wuusta here asking for your help.
I've taken a break from the game since the Romulan Faction came out, and I need help getting up to date on PVP.
My first question is, what is the AtD build? I've heard many people talking about running AtD with other things on their escorts, and I would like to know what they are using. I would also like to know what the AtB build is.
I've also heard that beam boats now actually not suck in PvP, is that true?
Do Romulan BoP's completely outclass KDF BoP's?
Are the old class escorts running 3 DHC and 1 BB with 3 turrets still in the current meta?
And if you can, please post any popular up to date PVP builds for escort ships.
